House budget slashes transportation funding, but the Senate still has time to fix it

The House has lobbed the opening salvo in the attack on smarter transportation funding for next year, proposing in their budget to cut funding across the board, as well as cutting or eliminating entirely the funds for new transit construction, innovative local transportation projects, and passenger rail.
